Empowering caregivers, enriching lives: Caregiver Learning Through Play (CLTP) programme launch marks a new era for ECD in Alexandra

Introduction

On a momentous day, the 14th of November 2025, the vibrant community of Alexandra witnessed the launch of the Caregiver Learning Through Play (CLTP) programme, a beacon of hope for early childhood development in South Africa. Hosted by HOPE Worldwide South Africa, the event brought together stakeholders, caregivers, and community leaders to champion the rights of children and promote play-based learning.

The event was graced by Mr. Rex Molefe, Director of Motheo Training Institute Trust and Chairperson of the National Early Childhood Alliance (NECDA), who delivered a stirring speech on the significance of CLTP.

In his address, Mr. Molefe explained that CLTP is a programme designed to empower caregivers with the skills and knowledge to provide quality early childhood development services. He emphasised that caregivers are not just parents, but also educators, mentors, and role models who play a critical role in shaping the lives of young children.

“Play is not just a recreational activity, but a fundamental right of every child,” Mr. Molefe declared, referencing Chapter 2 of the Constitution, specifically Section 28(1)(a), which states that “every child has the right to family care or parental care, or to appropriate alternative care when removed from the family environment.” He also cited Section 29(1)(a), which guarantees the right to education, and Section 30, which protects the right to language and culture.

Mr. Molefe explained that play is an essential component of early childhood development, as it fosters cognitive, social, and emotional growth. “Play is art, play is science, play is therapy, and play is a human right issue,” he emphasised. He highlighted the critical role of NECDA, an umbrella body representing training and resources organisations in South Africa, in mobilising resources, training, and supporting the ECD sector, parents, and caregivers.

Other notable speakers included Ms. Nkhensani Mabuda, Senior Programme Manager at HOPE Worldwide South Africa, who shared the history and conceptualisation of the CLTP programme; Ms. Lungile Mdluli from UNICEF, who emphasised the rights of children and highlighted important calendar dates for children’s rights; and Ms. Mpho Papele from the Department of Basic Education, who discussed the importance of parenting programmes.

The event was a resounding success, with attendees expressing their commitment to championing quality ECD services in South Africa. As Mr. Molefe aptly put it, “The future of our children is in our hands, and it is our collective responsibility to ensure that they receive the best possible start in life.”
