DBE Launches South Africa’s 2030 Strategy for Early Childhood Development Programmes

The Department of Basic Education (DBE) recently launched South Africa’s 2030 Strategy for Early Childhood Development (ECD) Programmes, providing the much-needed guidance for the sector since the migration of ECD from the Department of Social Development to the DBE. This landmark initiative marks a significant milestone in the ECD sector’s collective efforts to ensure the holistic development and well-being of young children across the nation.

The purpose of the 2030 Strategy for ECD Programmes is to provide a comprehensive roadmap towards achieving ambitious goals, including universal access to quality early childhood development by 2030, encompassing two years of quality preschool education. Furthermore, it seeks to establish a new social compact among all ECD stakeholders, fostering alignment of efforts and resources behind a common strategy.

Rooted in the DBE’s six social justice principles, the overarching strategy is designed to uphold principles of access, redress, equity, quality, inclusivity, and efficiency. These principles serve as guiding beacons, ensuring that ECD programmes are inclusive, equitable, and responsive to the diverse needs of South Africa’s children and communities.

The principles are as follows:

Access: Rapid expansion of ECD programmes towards universal access by 2030.

Redress: Prioritization of historically disadvantaged population groups.

Equity: Ensuring access and quality independent of a child’s background or location.

Quality: Focused on maintaining high standards reflective of positive child outcomes.

Inclusivity: Accommodating the unique abilities and needs of every child.

Efficiency: Realistic planning within budget constraints, leveraging existing resources strategically.

Gauteng Education Department Hosts its First Ever ECD Mini Olympics, with a theme ‘development through sports and competition’

On the 29th of November, 2024, the Gauteng Department of Education held its first ever Early Childhood Development Mini Olympics . This event broght together early learning programmes (ELPs) across Gauteng, as well as key stakeholders and partners in the ECD sector. The event was aimed at celebrating children through sports, games and friendly competition. ECD Mass Registration Drive

In January 2024, the Minister of Basic Education announced a new mass registration drive for ECD programmes.  This means that the government will support registration of ECD programmes by using a simpler and user-friendly online registration system. The goal is to pull every ECD programme into the regulatory net, and to support ECD programmes in all communities to comply with legal requirements, by recognising the different contexts in which they operate.
